A cold shed does not need foam. A shed you work in is a small house.
A shed that stays cold is not a foam job. A shed that becomes an office, a studio or a workshop is the same job as a house, thermal barrier and all, and once someone is working in there the foam needs that barrier over it. The permit question is separate: under the 2021 IRC a one-story detached accessory structure of 200 sq ft or less is exempt from a building permit, which exempts the paperwork and not the code. Zoning, electrical rules and fire separation from a lot line can still apply.
The scale is small enough that the whole job fits in cans: a 10 by 12 ft shed has about 250 sq ft of wall and 120 sq ft of roof. At 1 in that is 370 board feet, under one 24-can kit at its theoretical yield. At 2 in it is two kits, and the wide-spray cans and gap fillers handle the rest.

A shed is a small closed box, and the cans in this set carry their own instructions rather than one shared rule. Read the label and safety data sheet of the exact product for ventilation, protective equipment and when the space can be occupied again; where a maker publishes no re-entry time, that gap is the finding, and cure time is not a substitute for it.
If the shed is used as a workspace, foam on the inside of the walls is foam plastic in an occupied space. R316.4 names 1/2 in gypsum board or 23/32 in wood structural panel, or an assembly tested to the same 15-minute standard. Any old sheet of thin plywood is not on that list.

Section numbers are from the 2021 International Residential Code. Your city or county adopts one edition of the code and changes parts of it, and your local building official has the final word. A thermal barrier and an ignition barrier are different things, and the glossary explains both.
