Will the crawl space stay vented, or become a sealed, conditioned space?
A crawl space is insulated one of two ways. Vented, with insulation in the floor above and the crawl left outside the envelope. Or unvented and conditioned, with the vents closed, a vapor retarder on the ground, the walls insulated and the space supplied with a little conditioned air or exhaust. Foam is the wall insulation of the second approach; for the first, the assembly to treat is the floor above.
The reason foam wins on crawl space walls is what defeats batts there: irregular masonry, moisture, and the need for an air seal at the sill. The reason it needs care is the code’s ignition barrier rule for spaces entered only to service utilities, which describes most crawl spaces.

Foam in a crawl space entered only to service utilities needs an ignition barrier from the listed materials, or an assembly approved under R316.6 whose end-use test covers this product and installation. The rim joist exception may cover the band, not the wall.
Vapor permeance is a published, product-specific number rather than a property of a category: the HandiFoam FR sheet gives 0.9 perm at 1 in, which its own sheet calls a Class II vapor retarder. That is the kind of figure a crawl space wall assembly is designed around, and it is why the products sold for this job are the closed-cell ones. Read the perm rating on the exact product, at the thickness you plan to spray.

Section numbers are from the 2021 International Residential Code. Your city or county adopts one edition of the code and changes parts of it, and your local building official has the final word. A thermal barrier and an ignition barrier are different things, and the glossary explains both.

Put the ground sheet down and close the vents before you buy foam. Then budget about 900 board feet at 2 in, which is two canister kits or two 24-can kits, and add whatever ignition barrier your official names.

You can foam the band joist and the leaks. Foaming the walls of a crawl space that stays vented insulates a space that is still outside; the floor above is the assembly to insulate in that case.
